e -Government: lack of communication and standards.

I have traveled little around (last 15 Years) and dealing with real fun and pain with e-government projects and one thing is clear- there is nothing clear.

With presumptions that e-government theories prevail in various formats and concepts around the globe, nations and institutions, not many examples are there to emulate in terms of developing a framework of e-governance system at the outer periphery of the government tiers. However, surprisingly till today most of the e-government programs in the country of implementation, or e-government research at the research institution cannot not be taken for granted, and many of them did not come out as a major accomplishment. With my work attempts to carry out a comprehensive analysis on various theories built around the e-governance concept, and put forward a future e-government system at the local government level.

... Local government is a city, county, parish, township, municipality, borough, ward, board, district, sub-district, or a general-purpose political subdivision of a state or country. In other words, a local government is a county, municipality, city, town, township, local public authority, school district, special district, intrastate district, council of governments, regional or interstate government entity, agency or instrumentality of a local government, tribe or authorized tribal organization, native village or organization, rural community, unincorporated town or village, or any public entity, where an application for assistance is made by the state or a political subdivision of the state. Moreover, "a local government is often portrayed as representing the highest form of decentralization"

Current situation: Fragmented services: Agent centric, semi-automated, Traditional form of service: Mostly single channel, push service (supply driven), mass service (not personalized), Functionality of service: Mainly focused on demand-supply chain, pushed by the government hierarchy, mostly controlled by the central government.

Future: Uninterrupted shared services: Citizen centric, partnership, synchronized, integrated, automated. Ubiquitous service: Multiple channels, pull service (demand driven), personalized service, knowledge driven. Socially integrated form of service: Focus on value addition of the user, decentralized, interlinked with the local government autonomy.

Several barriers in the developing of e-government initiatives have been reported in the literature, including lack of financial resources, technical resources, qualified staff and size of municipality. While it is not fair to blame the federal government for the lack of computerization, the central government has a strategic role to play in some of these issues. On the other hand, instead of depending exclusively on state or federal funding, the municipalities in the Technology less cluster can form partnerships with other municipalities in the region, consortia or associate with other municipalities and seek financing from international agencies extending the availability and use of ICT in e-government or smart cities and encourage digital inclusion. ...

This would provide opportunities for the economy as a whole. In addition to the economic potential, development of ICT in the country would mean greater competitiveness, an increase in new businesses and innovation and would influence the economic vocation of regions.

These factors reflect to the need of establishing liberal laws and regulations, provision of the IT Infrastructure and promotion of the business values among citizens which can be considered as key factors for the successful implementation of e – government.

-Trust is the most important part of a relationship, closely followed by communication. I think that if you have those two things, everything else falls into place - your affection, your emotional connection. –

IT companies today offering lot of “plugins” and “things” and they call these things differently so one. Lot of cases just Technology sale and opportunistic initiative and under the auspices of innovation. ICT today is not any more technology. Big companies struggling for good e-government ICT architects with cyber security knowledge persons. ICT architect today have to Understand how government working not only technically but also legally and economically. We who dealing with the Government have understand solution what Tech companies offer and it make faster our life but also behind is economic benefits for Government and the citizens. Here I make some ideas like Collective behavior, Social economy, Shared economy with Circular economy. And this is not all. ICT Architect for the government have to understand trade between countries and competition between countries.

Time. How are you going to save them time? They want to know how your products or services are going to save them time on a daily basis. What would time savings mean to their productivity?

Money. How are you going to save them money? They want to see results on their bottom line.

Sanity. How are you going to save them mental sanity? Your prospects don’t care if you’re the best in your field unless you show them specifically how you can provide effective solutions to existing problems and eliminate a certain amount of stress.

Security. How are you going to provide them solvency and security? Will you be here tomorrow? They need to know that investing in you or partnering with "You" is a right decision.

Ease of use. How are you going to make things easy? Your prospects don’t care that your product is the hottest with the leading technology. If it’s too complicated to use or takes excessive employee training, they won’t see any advantage in owning it.

Information technology (IT) has become one of the core elements in the improvement of organizational performance. A significant number of government organizations are embracing electronic e-government (government) as a mean to improve public service. However, numerous factors have been recognized as potential barriers to e-government initiatives. The use of IT to enhance internal communication and external communication has been regarded as a significant factor in the achievement of e-government success. The main purpose of this is to assess whether the use of IT for communication affects how e-government barriers are perceived. We devised an instrument and conducted an empirical study with a municipal government. We used Structural Equation Modeling to evaluate our model. The results of the study empirically validate the instruments, and provide support for the relationship between e-government barriers and the use of IT for communication.

Security and privacy issues are another significant challenge for successful e-government. Government organizations at all levels collect, process, and disseminate a wide range of sensitive information on personal, financial, and medical aspects of their citizens. A government agency could abuse the “routine use” rule in the Act, which allows agencies to share information on individuals for the routine business of government, and access sensitive personal information without the knowledge of individuals whose privacy is being infringed upon.

How is the situation with Your Government and are they enough e- government?
